Between 1 August 2022 and 31 July 2023, France experienced its most extensive highly pathogenic avian influenza (HPAI) H5N1 epidemic in domestic poultry, recording 396 confirmed poultry outbreak sites — the highest number among European countries for the 2022–2023 season. The French Ministry of Agriculture and Food Sovereignty (Ministère de l’Agriculture et de la Souveraineté alimentaire), through its Direction générale de l’alimentation (DGAL), applied mandatory disease control measures under EU and French animal health law: stamping-out of infected flocks, pre-emptive culling of poultry in protection and surveillance zones around confirmed outbreaks, mandatory housing (mise à l’abri) of poultry during elevated-risk periods, movement restrictions, mandatory covering of palmiped transport trucks for birds over three days old, and prohibitions on poultry gatherings.
